The By-Product Theory of Public Policy

A recent report by the Council on Foreign Relations bolsters support for what I began calling the By-Product Theory of Public Policy. The report states:

Dec 16 10:47 AM US/Eastern

The US Congress ends the year divided as never before, over issues ranging from the Iraq war, to immigration reform and a series of ethics scandals. Many political observers now say relations between ruling Republicans and rival Democrats on Capitol Hill are the worst they have ever seen. They predict the wrangling will not improve as the United States heads toward mid-term elections in November.

"People naturally disagree about who is responsible for the partisan tone and tactics in Washington DC these days, but most agree on this -- its worse, its more intense, and its nastier," said Nancy Roman, vice president at the New York based Council on Foreign Relations.

Much of the bickering is over Iraq, which has caused sparring between the two political parties and among factions within them.

The Republicans dominate the Senate and House of Representatives.

It has been weakened by a number of scandals, particularly involving House leader Tom DeLay. But the rift in the party became evident when the Senate last month voted 79-19 in favor of a resolution calling on President George W. Bush's administration to show clearer signs of progress in Iraq.

Republicans were also divided over support for an anti-torture proposal that Republican maverick Senator John McCain has forced the White House to accept.

The Democrats have also struggled to find a common voice on Iraq, torn between the public disenchantment with the US military campaign and the need to offer a viable alternative to the administration's "stay the course" approach -- particularly after Democratic Representative John Murtha last month called for an immediate troop pullout.

On most other issues, however, the political battles in Congress have been drawn along traditional lines -- with Republicans and Democrat squaring off against each other.

Senator Lindsey Graham told US television this week that Iraq more than any other issue has given parties on both sides ammunition to attack each other.

"There is no political consensus in this country. Democrats or Republicans are struggling. We've lost our national unity when it comes to Iraq," he said.

"I wish we would quit running ads against each other and try to find consensus."

In a letter to fellow lawmakers this month, leading Republican, Senator Richard Lugar, lamented the negative tone and called for greater comity.

"The quality of congressional debate has an impact on events in Iraq and our prospects for success," wrote Lugar, chairman of the Senate Foreign Relations Committee.

"We should continually strive to elevate our debate by studying thoughtful sources of information and embracing civility in our discourse," he said.

The Council on Foreign Relations concluded in a study that the Congress wars were even weakening the United States on the world stage.

"People in both parties are complaining that they do not know what the other side thinks on critical foreign policy issues. They say there is generally less engagement and ideas are not being sharpened through debate -- the tough questions are not being probed," the report concluded.

"The job is to diminish and destroy any chance at political success before the guts of the policy are even contemplated," the document continued.

"Over time, the political game has overtaken the deliberative-policy process, which results in a dumbing-down of policy."

Thus validating my concept that any public policy actually enacted into law is a by-product of each political party trying to achieve advantage over its rival; it is not made through a careful, deliberative means.

Canadian Minister Of Defence Claims US Developing Weapons vs. "ET" Civilizations

The former MoD claims that US ambitions to weaponize space and man a moon station are driven by knowledge of ETs and a desire to defend ourselves from them.

I also noticed the article emphasizes "ethical" ETs. I wonder if the Minister is doing this intentionally. Most people wouldn't bother commenting that ETs are ethical. Is this an attempt at influencing people to view aliens as benign or is he trying to send a subtle message that there are also malign aliens visiting?

Another Commercial Playist Update

Apparently, I'm not the only one to have this idea. Apple has released what it considers the top 50 songs used in commericals.

Commercial Soundtracks (Updated)

I also am mixing a CD composed entirely of songs that appear in television commercials. This gives quite a variety as older bands license songs to make money, while younger bands do it to get airplay and boost sales. A prime example of the latter is Dirty Vegas, whose license with Mitsubishi really paid off.

So far I have the following songs qued up to burn, and they're quite good so far. Just need a few more til I burn it.

1) Cherub Rock (Smashing Pumpkins) - Major League Baseball)
2) Days Go By (Dirty Vegas) - Mitsubishi
3) Lose Yourself (Eminem) - Apple iPod
4) Whip it (Devo) - Swiffer
5) Baby got Back (Sir Mix Alot) - Target Back to School
6) Pictures of You (The Cure) - HP
7) 100 Years (Five for Fighting) - JP Morgan
8) Do You Want My Way (The Who) - Monster
9) Just What I Needed (The Cars) - Circuit City
10) Jane Says (Jane's Addiction) - Jack Daniels
11) Supterstitious (Stevie Wonder) - Levi's
12) Under Pressure (Queen) - Zales
13) Take Me Out (Franz Ferdinand) - Sony PSP
14) Sweet Melissa (The Allman Brothers) - Cingular
15) The Boys are Back in Town (Thin Lizzy) - Wrangler Jeans
16) Dust in the Wind (Kansas) - Subaru B9 Tribeca
17) No Sleep Tonight (The Faders) - iTunes + Cingular

As always, suggestions and help on this topic are welcome.

U.S. Fascism on the March

Congress Arrives at A Deal on Patriot Act

The deal basically extends most Patriot Act provisions for 7 years. Maybe these provisions arguably were needed in the immediate aftermath of 9/11. However, when the act passed, the public was assured that these extraordinary powers would would sunset after a few years. Unfortunately, Congress and the Bush Administration follow the basic bureaucratic desire to constantly aggrandize power and fight any diminution of power or authority.

American Fascism is on the march . . .

Politicizing the FDA

New York Times article
Washington Post account (better)

Congress' non-partisan investigative arm, The General Accountability Office, found numerous irregularities and substantial evidence of political interference in the FDA review process for making Plan B an over the countere drugs. One finding is that the FDA considered factors for Plan B that have not been considered in any other over the counter decision for the past ten years.

The Washington Post account states:

Senior Food and Drug Administration officials were told that the application to sell the "morning-after pill" without prescription was going to be rejected before the staff completed its scientific review and months before the decision was made public, government investigators reported yesterday

. . the GAO was unable to fully assess McClellan's role because he would not speak with investigators and because the agency provided no documents reflecting his communications with other officials. The FDA told the investigators that e-mails to and from McClellan had been deleted and that written memos were routinely destroyed.

Raising the possibility that this practice was a violation of federal record-keeping law, the congressmen wrote that "as the Plan B decision makes clear, retaining the documents of the agency head is essential for the transparent operation of government."

Basically, the sex-negative portion of our population prevailed upon the Bush Administration and HHS Secretary Leavitt to replace sound science on Plan B with ideological positions aimed at stopping people from being responsible with their sexuality. They would prefer instead if sex was only for procreation and not as an enjoyable act for those who don't share their values.

Bush Didn't Lie About WMD

Andrew Sullivan is very articulate in making a point I have tried to make repeatedly in the past: EVERYBODY was convinced that Saddam had WMD.

BUSH DIDN'T LIE: I'm sympathetic to the president's case that he was not the only one who supported war against Saddam because of the threat of WMDs. The consensus at the time - and it was shared by opponents and supporters of the war - was so overwhelming that Saddam's WMDs were a premise of everyone's case, pro and con. Maybe Scott Ritter and Baghdad Bob get a pass on this. But not many others. Nevertheless, all the rest of us were wrong. Were we lied to? I see no reason yet to believe we were - in the strong sense that deliberate untruths were consciously uttered. Was the post-9/11 atmosphere sufficient to blind many people to the possibility that they might be wrong about this premise? Certainly, that's the case for me. I wasn't skeptical enough. I followed the groupthink. I shouldn't have. It's also true, I think, that in the effort to ensure that the CIA was doing its job, some around the veep's office and elsewhere may have seized on materials of dubious, if not discredited, validity. In retrospect, they were not skeptical enough either - and they have a much higher responsibility in this respect than bloggers or even Democrats who do not have full access to the full intelligence.
One point Sullivan neglects is that it is also possible that the the US and the West were the victims of both Saddam's posturing to gain power and an aggressive disinformation program conducted by the Iranians (including Mr. Chalabi).

Alito Signals Reluctance to Overturn Roe v. Wade

Alito Signals Reluctance to Overturn Roe v. Wade: "Alito Signals Reluctance to Overturn Roe v. Wade"

Once again, Bush is selecting a nominee who will actually vote to uphold Roe v Wade because he secretly believes in abortion rights. After all, his mother and wife are both pro-choice, as was his father until joining the Reagan ticket. Within a few years, it will be clear that abortion as a right is here to stay.

No Flu Vaccines for Creationists and Their Ilk

. . . Of Cabbages and Kings writes . . .

"No one wants bird flu to turn into a pandemic but if it does, I kind of hope it strikes first at the creationism and "intelligent design" folks not lethally mind you, just enough to put them in bed for a few days so when their heads clear they might wonder. You see, the pandemic, whether it comes or not, is living proof of evolution. In fact, influenza viruses are superb examples of how evolution works in quick time."
I have to agree with this. No vaccines or anitbiotics of any kind should be given to folks who don't believe in evolution. If evolution were false, there would be no need for new antibiotics to replace penicillin or amoxicillin since these organism would not evolve resistances to anitbiotics through the mutation and survival of the fittest processes. For the same reasons, flu shots wouldn't have to be updated every year if evolution were false and therefore one shot at anytime should be sufficient.

Let's see these people put their health where their beliefs are.

The Pussy Conundrum on Arrested Development

Arrested Development featured an interesting voiceover commentary on the word "pussy" and the contexts in which it can be discussed on tv. In England pussy is just shorthand for "pussycat," and thus a harmless word, whereas here it is considered a vulgar euphemism in American. Later on the narrator, as he often does, goes all post-modern by self-referentially noting it was shame that they had to bleep the word out when used in its proper English context.

Cow Tipping Debunked

I grew up in the red states and my friends and I used to tell stories about cow tipping when we got drunk. I however have never tipped a cow, despite many claims to the contrary and I doubt my high school friends did either. I think the whole cow tipping in rural America myth really took off after Heathers had a scene which revolved around the topic.

Television Soundtracks (Updated)

I'm thinking of burning a CD that is composed only of opening songs from TV Shows, the only catch is the show has be on currently, and syndication only doesn't count. I know there are more good ones out there, but so far I have:

1) Baba O'Reilly (The Who) - CSI:MY
2) Won't Get Fooled Again (The Who) - CSI:Miami
3) Who Are You? (The Who)- CSI
4) Sunny Days (Long Beach Dub All-Stars) - Joey
5) We used to Be Friends (Dandy Warhols) - Veronica Mars
6) ??? (The Smiths) - Charmed
7) In the Street (Cheap Trick) - That 70s Show
8) A Perfect Lie (Engine Room) - Nip/Tuck
9) C’Mon, C’Mon (The Von Bondies) - Rescue Me
10) C'mon A-My House (Rosemary Clooney) - The Girls Next Door
11) Sweet Dreams (The Eurythmics) - The Apprentice

If you have any suggestions, please add them in the comment section.

Good News in the War on (Some) Drugs

Thong Speed: Denver Voters OK Marijuana Possession

Ok, so check out this Burrito story

nbc4.com - News - Police: Burrito Sparks 7-Eleven Fight

Two presumably drunk people got into a fight over a burrito at 7-11 (you'd have to be drunk for this to happen). Drunk Guy A nukes his burrito, goes up to pay for it and realizes he needs to run to the car for more money. Drunk Guy B sees the already-nuked burrito and buys it as Drunk Guy A comes back into the store. DGA then starts fighting with DGB and it spills outside into the parking lot. DGA's girlfriend then releases the hound and their pitbull flies out of the car and bites 3 people, including one guy who wasn't even part of this.

Wow. All this over a burrito. I'll have to remember that next time I'm drunk at 7-11.

So this one time...

Rachel, bicurious and very sexual, met a couple that were swingers. She began hooking up with them regularly, and then began a torrid affair with the husband. This affair lasted about two years, during which time Rachel befriended Susan, the wife and hanging out with her when Richard, the husband, wasn't around. Susan eventually discovered that Richard and Rachel were seeing each other behind her back and divorced Richard.

(True story. Names changed to protect the guilty).

I later end up hooking up with a friend of Rachel's (a one-night stand that lasted too long) who ended up telling me the above story. Since Rachel had just told this girl that I was a bad guy because of my political beliefs, I didn't have much pause in repeating this story. This ended up causing some tension in their relationship and provided the catalyst for the end of that friendship because the person I told it to repeated it back to Rachel disbelievingly, and Rachel got upset with the girl with whom I was hooking up.

I do feel bad about repeating this story and the chain of events caused by my actions. I especially feel bad that I inadvertently ended a friendship because I thought this was juicy gossip. My only defense is that I was careless, thoughtless person back then and have changed since then.

(Names changed to protect the guilty)

The Beatles Rock!

40 years later they are still the best band in the world - they changed everything. They completely rock - and I use the present tense because recording media make them ever present.

Ditto on Stem Cells

Balloon Juice perfectly articulates my views on the stem cell "debate."

When I say debate, I actually mean fight, because there is no debate for me. A stem cell is not a person, it is not murder, and it is not immoral or amoral to use them. People who make the claim that conducting research on a stem cell that will otherwise be destroyed or discarded is akin to taking a human life have, IMHO, queered this debate so needlessly that it is pointless to even attempt to reason with them. Besides- they only understand brute political force, which is what they are trying to use to impose their moral code on the rest of us, so why ‘debate’ them.

I'm Back

I took a little time off to read the latest Harry Potter. It was thoroughly enjoyable, but of course my next fix won't be for another year or so. I had been putting off reading it until I finished the other books I'm reading (Blinded by the Right by David Brock and The Fermata by Nicholson Baker)but couldn't put it off any longer. I needed an easy, entertaining novel and this one sure delivered. If you haven't read the series, you should consider it. Each novel is better written than the last.

Good News in the War on (Some) Drugs: Pot is Good for You

The Globe and Mail: Study turns pot wisdom on head

It turns out that the effects of pot use are dependant on dosage and amount used. However, no matter how beneficial marijuana is, the Lifestyle Police are against pot use because it's fun (and therefore bad) and because legalization would devastate many industries: alcohol, paper, prison and prison-related (like construction). Pot illegality is originally based in racism, and the refusal to change our drug laws must at least partially be based on racism as well as the factors above.

The Lifestyle Police are right in that marijuana is a gateway drug. It's a gateway to people thinking for themselves - once someone enters the black market to purchase pot, tries it and likes it, they generally tend to question authority more. Questioning authority is something the Lifestyle Police (TM) discourage because they control the levers of the Republican party and key social institutions, thus giving them power. Their authority is essentially based on "because we said so" and not in any rational philosophy. I say rational philosophy because they claim to be inspired by God and try to justify their political influence through God. In their collective mind, questioning authority in general leads to questioning God and his role in our Republic. Therefore any they try to quell any questioning of authority.

Republican Coalition Fracturing

Bloomberg.com: U.S.

Why the UN Should Change

Lincoln, Calhoun
and the U.N.'s Dilemma

McClellan makes an interesting point about why Americans of all stripes distrust the U.N: It treats all states as equal to each other and does not privilege democracies or freedom. The U.N. thus allows Syria to sit on the Human Rights Commission, and is slow to authorize action against aggressor states or states that ill-treat their citizens.

My Soundtrack for the '90s

So I was sitting in bed this morning trying to come up with the ultimate soundtrack for the decade, which of course would accompany some John Waters movie set then. Songs had to popular enough that most people would recognize them, if not the artists. I started doing this in April of 2000 with a friend, and continued on and off for a while. Here's the best I've come up with so far.

1)Sell Out - Reel Big Fish
2)Bizarre Love Triangle - New Order
3)What's Up? - 4 Non-Blondes
4)Flagpole Sitta - Harvey Danger
5)End of the World as We Know it -- R.E.M.
6)All Shook Down - Paul Westerburg
7)Today - Smashing Pumpkins
8)Runaway Train - Soul Asylum
9)Stay - Lisa Loeb
10)Here Comes Your Man - Pixies
11)Positive Bleeding - Urge Overkill
12)Smells Like Teen Spirit - Nirvana
13)Give it Away Now - Red Hot Chili Peppers
14)Ch-Check it Out - Beastie Boys
15)Sex & Candy - Marcy Playground
16)Right Here, Right Now - EMF
17)Zoot Suit Riot - Cherry Poppin Daddies
18 Roll to Me -- Del Amitri

Harriet is what WE Want!!!

Ok. Harriet is what we asked for: a previously elected official who spent most of her career in private practice. This means that she understands how the law impacts business and also realizes where the votes stand. Basically, she is an excellent choice for Bush. He never really wanted another Scalia or Thomas. And of course... President Bush knows her heart. Basically, someone who would uphold Roe v. Wade on the sly.

"Experiential"... is how McLaughlin described her.

I still think that he fucked up. Pretending that the 6-year itch is not going to manifest is sheer blindness. This time it will be due to the President's and Congressional Leader's indictments/staff indicitment problems.

Conservatives Rage!

Buchanan
Kristol
Krauthammer
Christianists in General

These complaints boil down to two things: cronyism and ideology. The Miers appointment clearly passes the duck test in regards to cronyism. It also raises fears that Bush's appointment of her and Roberts will skew the court more liberal and thus enshrine Roe v. Wade as settled law. Nothing would make me happier, except the possibility that her nomination is withdrawn and she be replaced by a hispanic Souter such as some believe Gonzalez would be.

Bush Does It: Saves Feminism, Preserves Abortion Rights

Bush Does It: Saves Feminism, Preserves Abortion Rights

I Love The War at Home

There is no way the Lifestyle Police will allow this to remain for a whole season. The first episode revolved around the daughter offended that her boyfriend wouldnt't go down on her; the second revolved around boomer yuppie (and other) pot smokers; and the third around maturbation jokes. And they were all funny, but I doubt the Pat Robertson crowd would agree.

I Love Charmed

Ok, how post-modern is this quote?

..."All is did is inputted [SIC] it all [the data] into the computer, I hooked the cystal up to the GPS system,I started scrying for the demon, and whala, that's where he was."

Piper:"She was scrying with a computer? It's pretty State of the Art."

Briliant.

I Love Desperate Housewives . .and Postmodernism Rocks!

SoI was watching the E! True Hollywood story about the Women of Desperate Houswives, and they showed video footage of Eva Longoria in the Miss Corpus Christi pageant. The interesting bit isn't the highlighted footage of Ms. Longoria's choreography performance, but that of "the woman in the green dress" who is at least half a beat behind. We'll call her Sandy.

Sandy must have wanted to do well in the pageant or she wouldn't have entered. We don't know how she did, but we're sure that this was Sandy's worst part of the pageant, and of which she surely was embarassed at the time.

Ok, so Sandy goes through life happy despite not winning the pageant (Eva Longoria did). She even tells her friends that she lost the Miss Corpus Christi pageant to Eva Longoria - why wouldn't she claim this small part of fame. And then E! obtains footage of the disastrous performance. Is she aware of it? Does she laugh at herself? Do her friends laugh at her or with her?

What a post-modern conundrum. Being presented years after the fact with an embarassing event that receded into memory and was only available in the present because video recorders have added partial permanence to the perishable events of our lives.

We'll never know how Sandy reacts, but we hope she laughs.

EU Free Rides Again, and Now Wants Control

The Internet is the quintessential American invention - first built by academics and the Defense Department, and later made incredibly user friendly by grad students and young entrepreneurs. The rest of the world just sat back and watched as the hypertextual universe suddenly had a decent (and constantly improving) visual interface.

It was such a powerful invention that it swept the world, with many nations trying to keep it out, or monitor its usage. Most of the world didn't contribute significantly to its development, but the whole world has been a free rider on this greatest of all American inventions.

Information inherently wants to be free, and Americans value freedom more than any other people on the planet. It is this ethos that lead legions of American enterpreneurs, libertarians, communitarians and even socialists to do their part to make the internet the useful tool it is today.

But because of the usefulness of the internet, other nations are trying to jump on the bandwagon and attempt to steer where it might go. This should be a non-starter for the United States. Letting the UN control the internet invariably means that nations such as China or Germany which do not value the free flow of information, will have a voice in setting the parameters of the internet, and its usefulness will decrease. It is the very ethos of American freedom that made the internet what it is. Compromising this ethos will only result in a less useful hyperreality that is more full of propaganda than of actually useful information.

I specifically mention Germany above because while it shares many American values, the Germans do not brook any publication etc. that touches on Nazism or Neo-Nazism. Americans, while appalled by such an ideology, believe in freedom of the press with no exceptions. Because the rest of the world does not embrace our liberal attitudes towards freedom of the press, they should not have access to control the content of the global press, despite the best efforts of of China and others to do so.

The UN deserves no role in controlling the internet.

Barbara Olsen is Still Dead Despite this story

I attended a tribute to Barbara Olsen held by the American Alternative Foundation. Karl Rove was the key note and it featured such luminaries as Christopher Buckley, KellyAnn Conway, and the legendary Guy Vander Jagt. (I actually got to supply the name of a poet when it slipped her busband's mind, and was quite pleased with myself of being able to).

The point of this is that these were all people who knew and loved her, and I am offended on their behalf regarding the following story.

Killtown

Joey's Post-Modern Condition

The one truly brilliant element of Friends and Joey revolves around the nature of Joey as character. Joey the character is a supposedly mediocre working actor in Friends who becomes a slightly better actor landing a sit-com and then a movie lead.

It is possible that Matt LeBlanc is one of the greatest actors of our generation. Unfortunately, it is equally likely that he is just average. This problem is Joey's Post-Modern Condition. Matt LeBlanc could just as easily be a good actor portraying a bad actor or a bad actor playing a good one.

Add to the mix that we frequently see Joey Tribiani acting, and the show is completely brilliant. Joey playing an action hero in "Joey and the Big Break: Part Two" clearly overacts and is then told by the director that it was "classic poster." The question then becomes whether LeBlanc is actually acting the way he naturally does, and is thus an awful actor; the way he thinks Joey would (over)act, and is thus a great actor. The audience is left to mediate between the actor and the show and thus determine for itself the correct answer.

I beleive LeBlanc to be a brilliant actor portraying a mediocre one. He should win every award out there.

Hurricane Katrina: The Yakuaz's Revenge?

The "technologies' discussed in this legitimate news article a have been common currency, and frequently mentioned, among the conspiracy community. The UN actually does have an anti-climate weapon treaty signed by the U.S. and the Soviet Union. Laugh as you will.

Hurricane Katrina and the Conspiracy Community

Mike Whitney's piece Katrina: Relocation or Ethnic Cleansing on Dissident Voice is a perfect example of people searching for a malicious cause for bad events rather than accepting that people are incompetent, plans are flawed, or bad actions result from good intentions.

FEMA's reaction to Hurricane Katrina is much more likely the result of its post-9/11 re-orientation away from addressing natural disasters than the result of a plan to "cleanse" or purposely re-locate the victims of the hurricane. It likely also was caused by making FEMA an agency subordinate to a Cabinet Head instead of retaining its own Cabinet status.

From Today's Martini Republic

"You have to wonder how many times the rightwing Christians will let themselves be deceived before they realize that the GOP has played them like fiddles."

""Roberts: legal abortion "settled as a precedent of the Court.""

"For twenty-five years, the Republican Party has been saying to Christians and churches, "If only you give us The Presidency / the House / the Senate / the Supreme Court, we'll ban abortion." Now all the stars are aligned, all the necessaries are in place, and still Bush has not put forth a nominee who could close the Faustian deal the Party made with the religious right."

"Today's hearing confirms but one thing, but it's a huge thing: Republicans and rightwing Christians have lived a twenty-five-year-old lie. The Christians who, in their compact with the Republicans sold out nearly every other value of Jesus Christ for the sake of one he never uttered--a fetus' right to life--are left with nothing again. Those who were asked to value the so-called "right to life" and abandonned love of peace and the poor to try to achieve it are left with nothing truly Christian at all, just a senseless war, a contempt for the poor and afflicted, and a Supreme Court that will continue to honor Roe v. Wade."

Let's hope this is true. Let's also hope that the "moderate" (in quotes because no one really knows) Alberto Gonzalez is the next nominee confirmed. If he really is a moderate, and the above is true, then the right to abortion, and hence the ability of women to control their reproduction will be cemented in our public policy and public discourse. This of course will mean that women will finally be truly equal and won't have to fear their rights being rolled back (since the pre-pill inablity of women to control their fertility in practice was the last thing preventing women from being true equals instead of equals in name only).

It would also serve the prigs in the pro-life, anti-female sexuality corps right. These are people who don't believe in contraception or abortion because they don't believe that people should engage in sex for the joy of it.

Sources state that Sandra Day O'Connor has stated off-the record that overturning Roe v. Wade would destroy the modern Republican Party, and that's why she always voted to uphold it. Should Roberts and Gonzalez (or whomever else is the next nominee) uphold Roe, then it could also lead to a fracturing of the the Republican party, with the religious conservatieves either staying home or starting a new party. Either way, it doesn't matter. After 8 years of a Democratic President (and Lee Atwater repeatly spoke of the 8-year cycle), they will grudgingly come back to the GOP because economic interests and other social interests still lie there.

Stage II in Rebuilding New Orleans

David Brooks writes:

"In those cultural zones, many people dropped out of high school, so it seemed normal to drop out of high school. Many teenage girls had babies, so it seemed normal to become a teenage mother. It was hard for men to get stable jobs, so it was not abnormal for them to commit crimes and hop from one relationship to another. Many people lacked marketable social skills, so it was hard for young people to learn these skills from parents, neighbors and peers...

...That's why the second rule of rebuilding should be: Culturally Integrate. Culturally Integrate. Culturally Integrate. The only chance we have to break the cycle of poverty is to integrate people who lack middle-class skills into neighborhoods with people who possess these skills and who insist on certain standards of behavior."

David Brooks is entirely correct about this. Cultural integration (also called scattered site housing) has been demonstrated beyond a shadow of a doubt to benefit the underclass - it helps "mainstream" the values of the children who live in these communities, it helps close the achievement gap between the middle and underclasses, and provides better cultural education for everyone by exposing children of the middle classes to those of the underclass.

I have lived in two of the most integrated communities in the nation (Hyde Park, Chicago and SW DC) and believe that it fundamentally works for everyone.

A Novel Approach to Rebuilding New Orleans

Despite the comments of Speaker Hastert, it seems like the rebuilding of New Orleans is a forgone conclusion. However, we are heading into a 20 to 40 year hurricane cycle during which it's likely New Orleans will be hit again and again. In order to avoid the type of human catastrophe wreaked by Katrina, the State of Lousiana and the Federal Government should address the primary problem with New Orleans: it is below sea level.

The most obvious manner to handle this is to elevate the destroyed parts of New Orleans to sea level or above. This would be done in two parts:

1) Landfill from the other 48 Continental States should be diverted to New Orleans. This would be a major undertaking, comparable to the Big Dig in Boston, and would provide jobs to many of the displaced underclass. The destroyed houses and building would be the base of the landfill.

2) Build new homes, with foundations above sea level, on the new land. This could be done either by traditional home construction firms, or by a habitat for humanity type program which would give houses to the displaced residents who came back to work on the landfill and home building projects. Of course some combination of the two construction means could be employed.

This may strike many people as similar to the New Deal's WPA. And I suppose it is. But given the consensus that we will rebuild, it would accomplish something necessary: preventing further Hurricane damage to one of our nation's oldest cities and most important ports. Furthermore, it would provide jobs for the displaced residents of New Orleans.

The Obvious Question: Who Will Pay for This?
Ideally, it will be paid for with a combination of Federal and State funds. I would also expect the insurance industry to pony up a sizable chunk of the money. After all, one reason for doing this is to prevent similar disasters in the future which they would otherwise be required to pay for. Additionally, Louisiana may even be able to charge some states for taking the landfill.

The Conspiracy Community gets a Political Action Committee

X-PPAC Home Page

Well, this is one way to increase your influence and get Congress to actually pay attention. Apparently, one of Clinton's first actions as President was to ask about aliens etc., and was told that whole thing was a farce. However, the late U.S. Reprensentative Steven Schiff of New Mexico, representing Roswell, had the Government Accounting Office review the Roswell case. GAO later reported that most documents and materials for the case had been destroyed illegally.

Hmm. Maybe if enough people give to the PAC, the "truth," whatever it is, will finally come out.

For Those Who Claim Katrina = Divine Wrath

'For human pride is more powerful than any instruments of which it avails itself. It must be regarded as inevitable that a religion which apprehends the truth about man and God by faith alone should be used as the instrument of human arrogance. This is done whenever the truth which is held by faith, because it is beyond all human attainment, comes to be regarded as a secure possesion. In this form it is no longer a threat to man. It does not mediate judgment upon the false and imperial completions of human life. It becomes, rather, the vehicle of the pretentions that the finiteness and sin of life have been overcome.' - Reinhold Niebuhr, 'The Nature and Destiny of Man: Vol. 2; Human Destiny.'"

Change the Fucking Channel!

Unbelieveable. Now that we have the V-Chip (borderline fascist), cable boxes that allow one to block certain channels, and content ratings for television shows, the Christianists have decided that is not enough.

No. Instead, they want to make sure that I, an adult who likes my television replete with sex, violence and profanity, am not allowed to see it. They want to fine my favorite television networks for showing the programs I want to watch. And all this because they do not want to change the channel, actually use the V-Chip, or block certain channels from their cable boxes. All this in the name of "protecting the children." Instead, they should exercise their parental responsibility by learning how to use their V-chip or channel blocker. That way, they get the results they want: their children not watching "inappropriate" material; and we, the majority, get to watch what we want: our entertainment as ""coarse" or "violent" as we like it.

Their agenda is not protecting children. Their agenda is controlling adults. They want to stop the "coarsening of the culture." I want to stop their "infantalizing the culture." (TM). I'm an adult without children. Single adults without children are now the majority of the population. We should not have our entertainment options limited to whatever the Christianists determine is "child-friendly" (of course, maybe political activity is somehow easier than reading the instructions). We should be able to watch whatever we want on cable without their interference.

The rationale for regulating the airwaves is clear: they belong to the general public and are licensed to private users in return for public service (now reduced mainly to the weekend talk shows), and the consent to be governed.

As far as I know, there exists no similar, sound policy rationale for regulating cable.

Conspiracy As Causation

Conspiracies theories abound in our society for two specific reasons:

Some Conspiracies are Real
Events like the Teapot Dome Scandal, Watergate, and Iran-Contra really do happen - and each generation seems to have its own scandal - the Xers may even get a live one in the Plame-Rove Scandal. Sometimes, they're even successful such as the 1954 US-backed overthrow of the only democratically elected President of Guatemala, or the 1973 US-backed overthrow of the Chilean government.

Conspiracies as Creation Myth
Conspiracies theories provide meaning to random acts or events. I.e., it is much easier to believe that bad things are caused by bad people than it is to believe that bad things happen randomly. This is one of the central reasons that people JFK was assassinated by a cabal (be it government-, mafia, or Cuba/Soviet- planned).

These conspiracy theories share much in common with early creation myths - thunder is caused by Thor's hammer, life is painful and hard because of Eve's trangsression, Fall and Winter occur because of Demeter, etc. To paraphrase Fox Mulder's poster, "We want to believe."

We want to believe that bad people cause bad things because it is infinitely more comforting than the idea that bad things happen for no apparent reason. If bad things are caused, then the instigators can be found and punished. Or at least blamed, whether their true identity is known or not.

I'm Back (and I finally figured out the iPod)

Well, after seven months off, I'm back. In the future there should be more commentary on the articles I post here.

I also finally figured out how best to use my iPod - my friend EEE taught me. That way I didn't have to read the instructions.

Not Reading the Instructions
I love technology that is intuitive. This is one of the key reasons I love TiVo. It is truly intuitive, and much easier to use than the DVR that comes with your cable box.

It also brings me to one of my favorite themes: It's not just me, most Americans don't like to read instructions. It's true. When was the last time you actually read the instructions for anything that wasn't Ikea furniture? (and their products are definitely not intuitive to assemble)

It's also the prime reason Americans have been so upset over HMO policies - they were caught by surprise because they didn't bother reading the instructions that spelled out quite clearly what and who was and was not covered.

iPod Angst Redux

Well, I was overly optimistic. Seems that all I really did was access the library on my iPod separately from the library on the laptop. Not what I hoped for. Now it seems I have to find the Ipod CD-Rom in order to read up on how to transfer songs from the iPod to the laptop. Hopefully, I won't have too much trouble finding it since it's not where I thought I left it.

Hmm.

iPod Angst Resolved

Ok, things seems to be working out now. I had originally let the iPod run all the way down in the hope that this somehow would help with the langauge selection problem. However, that proved unnecessary to the fix I needed.

In any event, I hooked the iPod up to the laptop earlier today to (Successfully) resolve the language problem. I then let it run down again, and hooked it up to a different USB port. When it connected again, the laptop iTunes library now contained all of the songs downloaded from the desktop to iPod.

Not sure how that happened, but it's very cool nonetheless.

iPod Angst

Still haven't gotten my iPod to work properly (read: the way I think it should work). When I first set it up it displayed in one of the asian languages. Because I'm an American, I don't read instructions, and it took me forever to be bothered enough to check the troubleshooting guide. So that only took three months.

The other hassle is that I bought a new laptop at the same time I purchased the iPod. However, most of my music collection is on my old desktop. I hope(d) that I could download all of my music files from the desktop to the iPod, and from there to my laptop (on to which I had already burned a host of newer CDs). So far, I haven't figured out how to do that - the iTunes software recognizes the iPod as being hooked to the desktop, but only offers to delete everything on it and replace the extensive library from my desktop with the semi-empty library on the laptop.

Dubious Achievement in the War on Drugs

This really is a clever way of discouraging drug use in bathrooms - making the drugs disappear. However, most people tempted to use drugs in a public rest room likely would not be so brazen as to snort off of a sink basin.
